The Presque Isle County Sheriff’s Office, is proud to prepare this Annual Report.

 

The Annual Report will contain information tabulated from Officer’s daily activity logs, daily dispatch logs, daily jail logs, and reports. This document contains statistical data from the year 2010 as related to the operations of the Sheriff’s Office.

 

The statistics gathered in this report can assist the Sheriff, the Board of Commissioners and the general public in making decisions to better the community in the future.

Letter from the Sheriff

 

I want to take this opportunity, to present to the citizens of Presque Isle County, an overview of all activities performed by the Sheriff’s Office for the year of 2010.  The Board of Commissioners, the public, and my administration, will be able to use this report, to analyze data and make decisions to better the services of the Sheriff’s Office.

 

The fine men and women of the Presque Isle County Sheriff’s Office provide the citizens of the county with many Law Enforcement Services, they do this with pride and integrity for the Office, and with respect for one another.

 

We are living in very challenging times, and as we move forward, the Sheriff’s Office will continue to meet these challenges with the use of new technology and a tenacious, dedicated staff. Presque Isle County’s future is unclear, with the possibility of the Wolverine Power Plant coming into the area, and the numbers of people and traffic that project would bring to the area, we must continue to plan and prepare, with a watchful eye.

 

I would like to thank you for allowing me to serve as your Sheriff, the Presque Isle County Sheriff. I recognize that it is only with the trust and support of the citizens of this county, and the staff with whom I serve, that I am able to wear the badge of Sheriff.

 

I hope that the information in the annual report, will give you a better idea of what the Sheriff’s Office is responsible for, and how we go about providing these services to our citizens.

CORRECTIONS

Undersheriff Joseph Brewbaker and Corrections Officer Lois Klann

 

The Corrections Division is under the command of Undersheriff Joseph Brewbaker. As the designated, Jail Administrator, Undersheriff Brewbaker manages 6 Correctional Officers, all inmates, along with inmate medical & food services. Presque Isle County is only one of two counties in the lower peninsula, that do not have a designated person as their Jail Administrator, these duties are performed mostly by the Undersheriff with assistance from the Sheriff.

 

The Presque Isle County Jail has a designed capacity to house 23 inmates. The jail has 3 dormitory cells, 1 maximum security cell, 2 holding cells and 1inmate worker cell.

 

The jail houses minimum to maximum security inmates, sentenced and un-sentenced inmates, as well as females and male, and juvenile inmates. The jail manages a work release program and also participates in the Community Corrections program. The jail also works with the Department of Corrections, housing state inmates in the County Jail Reimbursement Program. The jail has a redundant state-of-the–art surveillance system and cell door locking system needed to maintain the many levels of security to ensure employee, public, and inmate safety.

The jail is also responsible for the transport of all inmates to the various county courts, medical & mental health appointments, probation hearings, and transporting inmates to and from neighboring county facilities, for court hearings and also for being housed out.

 

A total of 1040 visits were scheduled for the year, and  24,257 meals were prepared and served by the cooking staff.

The Law Enforcement Services Division of the Presque Isle County Sheriff’s Office consists of two Sergeants, one Detective, five Road Deputies, a School Resource Officer, a D.A.R.E. Officer, one H.U.N.T. Undercover Officer, and one Court /Animal Control Officer/Civil Processor

Northern Michigan Mutual Aid Task Force

Presque Isle County and the Presque Isle County Sheriff’s Office is a member of the Northern Michigan Mutual Aid Task Force.

 

The Emergency Response Team is a highly trained and organized unit, which was developed and deployed in 1998 by eighteen (18) Sheriff’s in Northern Michigan’s District II Sheriff’s group. This team is divided into three (3) geographical are a teams. They are responsible, when called upon, to handle armed barricaded suspects, high risk warrant services, drug house raids, hostage situations, and terrorists events. Sheriff Kirk Wakefield, of Crawford County, has been elected to command the unit. Presque Isle County lies within jurisdiction of Team # 1. Team # 1 consists of twelve (12 counties, thirty-four (34) officers and three (3) paramedics. This team trains eight (8) hours, the third Thursday of every month, regardless of inclement weather, and certifies once every twelve (12) months.

 

Presque Isle County Deputy David Schmoldt is and active member of the Emergency Response Team. Deputy Schmoldt has responded to assistance calls from Charlevoix, Antrim, & Kalkaska Counties. The ERT also responded to a Presque Isle County incident.

 

 

 

 

 

 

Emergency 911 Central Dispatch

 

Dispatcher Tom Hanson

 

The Presque Isle County E-911 / Central Dispatch is located in the Presque Isle County Sheriff’s Office. E-911 Coordinator - Renee Szymanski, & five Emergency Telecommunication Officers, are responsible for all incoming calls into the Sheriff’s Office, those calls could come in on the designated E-911 line or several administration lines, dispatchers must quickly prioritize calls, and dispatch emergency responders to the incident.

 

Presque Isle County Central Dispatch dispatches for the following agencies throughout the county;

 

Law Enforcement:  Rogers City Police, Onaway Police, Michigan State Police, Michigan DNR, and the Sheriff’s Office.

 

Fire Services:  Rogers City Area, Posen, Case, Onaway, Ocqueoc / Bearinger, Presque Isle & East Grand Lake.

 

Emergency Medical:  Allied Ambulance, Onaway Ambulance, East Grand Lake Ambulance, Posen First Responders, & Rogers Area First Responders.

 

Central Dispatch answered over  5758 complaints in 2010.

 

 

 

Marine & Snowmobile Divisions

 

The Marine & Snowmobile Divisions of the Sheriff’s Office are under the supervision of Undersheriff Joe Brewbaker.

 

MARINE

 

The marine division is headed up by 3 seasonal enforcement officers. Officers patrol and respond to all complaints on county lakes. The county has 68.7 miles of Lake Huron shoreline on its eastern border. In addition to Lake Huron, there are 48 inland lakes covering 14,672 acres, the biggest being Grand Lake.

SNOWMOBILE

 

The snowmobile division is headed up by 3 seasonal enforcement officers. Officers patrol and respond to all complaints on county trails. The county has over 100 miles of groomed trials, the biggest trail being the Silver Creek Trail.

COURT SERVICES

 

 

 

 

 

 

 

The Court Services Division is responsible for providing security in Circuit Court, District Court, and Probate Court.

 

ü      Regular coverage is also made available for Friend of the Court hearings and all Family Court matters.

 

Officers of the Presque Isle County Sheriff’s Office:

 

ü      Transports inmates sentenced to the Department of Corrections to Michigan Prisons around the state.

ü      Pick up and return inmates, on a writ, from another county jail to our courts, and return them after court.

ü      Transfer inmates from the County Jail to the courts for scheduled hearings, and watch over those inmates, while out of the County Jail.

 

 

 

 

 

 

 

 

 

 

 

 

SCHOOL RESOURCE OFFICER:

 

The Presque Isle County Sheriff’s Office School Resource Officer is

Deputy Lewis Robinson. Robinson has been the School Resource Officer since

2003. Deputy Robinson splits his time between the Onaway & Posen Schools.

The School Resource Officer is a position that is funded with millage dollars

 

The School Resource Officer is there to maintain the security of the school and to protect the students and staff.

 

The School Resource Officer is there to open and maintain a line of communications between the school and law enforcement.

 

The School Resource Officer must handle all criminal matters at the school and to react with students and staff.

 

The School Resource Officer is there to be the Good Guy, giving the students and staff, another resource, someone they can talk to.

The D.A.R.E. Program graduated over 128 -  5th. Grade Students, from the Rogers City, Posen, and Onaway area schools

 

 

 

TRAINING

 

 

 

 

 

Personnel from the Sheriff’s Office attended a variety of training sessions during the year of 2010.

 

As continued and on a rotating basis, Deputy’s received training in precision driving, legal updates, HAZMAT, Use of Force, PPCT/Self-Defense, First Aid, Use of Tasers, and CPR.

 

Corrections Officer received CPR, and additional Correctional updates.

 

Dispatchers received training in Basic Telecommunications, Advanced Telecommunications, and CPR.

 

Administrative personnel attended courses in advanced level managerial functions, and Jail Administration.

 

The Sheriff’s Office Firearms Instructors provided training in the use of pistols, shotguns, and rifles. All sworn personnel are required to qualify with their assigned service weapons annually. Officers are also trained in the use of Tasers.

 

In 2010, the Sheriff’s Office will be joining L.E.T.N., the Law Enforcement Training Network. L.E.T.N. is a computer based training program, consisting of over 500 different courses. Courses that include, Law Enforcement, Corrections, and Telecommunications.
